Federal Agency Deploys Quantum-Safe Security Across Production Network with Quantum XChange

Quantum XChange®, a leader in quantum-safe network security, today announced that a U.S. federal agency has deployed the company’s Phio TX-EM® solution across 15 production sites, bringing post-quantum cryptography (PQC) to its network without requiring a major infrastructure replacement.
The deployment is part of the agency’s effort to meet the post-quantum cryptography requirements established by Executive Order 14412, Securing the Nation Against Advanced Cryptographic Attacks, including a December 31, 2030 compliance deadline. It also enables the agency to protect today and for a post-quantum world sensitive data-in-motion against emerging quantum threats while establishing the crypto-agility needed to change cryptographic algorithms as standards and security requirements evolve.
The agency, which operates locations in the United States and internationally, is not being identified due to the sensitive nature of its mission.
The project demonstrates how federal agencies can begin deploying post-quantum security across existing networks today rather than waiting for their next major infrastructure refresh. The agency needed to meet an aggressive post-quantum migration schedule while securing mission-critical data in motion across its existing network investments.

Phio TX-EM runs as a container on the agency’s existing SKIP-enabled routers, adding PQC capabilities directly to its current environment. Its crypto-agile architecture allows cryptographic algorithms to be changed dynamically without disrupting network traffic, enabling the agency to adapt as NIST standards and security requirements evolve.
The agency has deployed Phio TX-EM across 15 U.S. and international sites, with five additional sites planned. Full-site deployments were completed in as little as one hour. Once deployed, cryptographic algorithms can be changed with zero network downtime, giving the agency the flexibility to adapt its security as NIST standards and quantum threats evolve.
Phio TX-EM also supports multiple cryptographic algorithms, allowing the agency to accommodate different requirements across its global environment. The solution delivers strong symmetric keys out-of-band, separate from the data plane. Ephemeral keys are generated in memory and immediately deleted after use rather than stored on the device, network or cloud. Phio TX-EM also provides FIPS 140-3 and FIPS 203 validated security.
The deployment preserves the agency’s ability to modernize its network infrastructure over time. By adding PQC capabilities to infrastructure already in place, the agency can begin protecting its network against quantum threats now while continuing to make future hardware upgrades according to its existing technology refresh cycle.
The agency was also able to deploy and manage Phio TX-EM using its existing network team and expertise, avoiding the need for extensive retraining or specialized PQC personnel.
