BRYCER, the developer of The Compliance Engine (TCE), announced Tier II Reporting, a new opt-in service that lets Authorities Having Jurisdiction (AHJs) collect, track, and act on annual hazardous chemical inventory reports from property owners, all within TCE.
Tier II reports, required annually under the Emergency Planning and Community Right-to-Know Act (EPCRA, also known as SARA Title III), are the hazardous chemical inventory reports every qualifying facility must file. Sites like fitness centers with pools often keep chemicals that are needed daily but dangerous in a fire. Until now, many departments received these reports by email, on paper, or not at all, with no standard way to track them, leaving gaps in critical emergency records.
BRYCER built Tier II Reporting to close those gaps in response to feedback from AHJs. The service runs on the same platform they already use for fire compliance. Property owners submit their Tier II reports through the Premises Portal in TCE. AHJs then receive these reports alongside the compliance records they manage, so they no longer have to track different report types in different places.

How AHJs Collect Tier II Reports in Fire Compliance Software
● Opt in and set up: AHJs opt in to Tier II reporting and share their standard checklist or form. BRYCER sets it up in TCE based on their form.
● Property owner submissions: Property owners file a report through Premises Portal in TCE for each property and pay a standard report submission fee.
● Annual tracking and notifications: TCE tracks submissions on an annual cycle and sends renewal and overdue notices by email or mail.
“Firefighters shouldn’t have to guess what chemicals are behind the door when they arrive,” said George Mantas, Director of Business Development at BRYCER. “With Tier II reports in TCE, departments can see what’s stored, where it is, and how much, right alongside the rest of their compliance data.”
Tier II Reporting is available now to all AHJs using TCE. BRYCER is bringing more premises’ compliance data into TCE, so AHJs can see a property’s full picture without switching between systems or tracking down separate records.
